All local tour operators in Bhutan operate under directive principles, rules, and regulations set by the Tourism Council of Bhutan . Bhutanese Tour Operators can operate only after receiving approval from the Tourism Council of Bhutan and obtaining a trade license from the Ministry of Trade and Industry.

The preparation travel documents, like visa and permit which is needed for a Bhutan tour needs the approval from the Tourism Council of Bhutan, then only the respective departments prepare the same.

 All tariff rates and payment procedures are set by the Tourism Council of Bhutan. Once a tour payment is transferred into an operator's bank address, it is then deposited into the Tourism Council of Bhutan's account. The operators get a bank slip for the amount.

When the visa approval letter is processed, the bank slip for the amount transferred by the client will be submitted to the TCB. Once this is completed, the visa is approved.

The tour payment is released by the Tourism Council of Bhutan to the operator after the tour is completed and the certain standards are met. The Tourism Council of Bhutan will deduct royalties and other taxes.
